Audit Office Publishes Six Reports on the Establishment of the Network

The Audit Office of the Velocity Interoperability Network today published its first six audit reports. The reports record the findings of the readiness reviews carried out between 10 August and 5 September 2026 by the interim audit team drawn from the internal audit functions of member organisations, which the Office has adopted as its own on establishment. They examine the opening balances of the Network, the readiness of departmental accounting systems, the transfer of staff records and payroll, the establishment of the departmental estate, the governance arrangements of the network services and procurement during the transition period.

The reports make 24 recommendations in total. Of these, 19 have been accepted in full by the bodies to which they are addressed, three have been accepted in part and two remain under consideration. The principal findings include 214 transferred asset records that could not be traced to a physical asset or a supporting document, 1,120 staff records transferred without a signed contract of employment on file, and 37 contracts awarded during the transition without competition and without a recorded justification. Each report also records the matters that were found to be in good order.
